DCED Annual Filing Notice Mailing

November 5th, 2026

Municipalities have been notified by The Pennsylvania Department of Community and Economic Development (DCED) via a recent mailing of the "Annual Notice to File".  DCED has established several important reporting deadlines for municipalities in 2027. Borough officials should ensure all required reports are submitted on time to maintain compliance and avoid delays or restrictions on state funding.

Key deadlines:

  • December 1, 2026: Notify DCED of any changes to Earned Income Tax (EIT) or Local Services Tax (LST) rates or tax collectors.
  • January 1, 2027: Boroughs that have not filed their 2025 Annual Audit and Financial Report (AFR) will be flagged and become ineligible to receive or draw down DCED grant funds, including Local Share Account (LSA) grants.
  • January 15, 2027: Submit the 2027 Municipal Tax Information Form.
  • January 31, 2027: Submit the 2027 Elected and Appointed Officials Report.
  • January 31, 2027: Submit the 2026 Survey of Financial Condition to qualify for liquid fuels payments by March 1.
  • March 15, 2027: General deadline for submitting the 2026 Survey of Financial Condition.
  • June 30, 2027: Submit the 2026 Municipal Annual Audit and Financial Report (AFR). This deadline was extended from April 1, 2027, under Act 24 of 2026.

Important reminders:

  • All required reports must be filed through DCED's Municipal Statistics E-Filing Website.
  • Verify that the borough's 2025 AFR has been filed before January 1, 2027, to prevent grant funding restrictions.
  • Mark December 1, January 15, and January 31 as priority reporting deadlines.
  • Boroughs seeking liquid fuels payments by March 1 must meet the January 31 reporting requirements.
